Morena y aliados posponen discusión de reforma eléctrica hasta el 17 de abril

El bloque oficial que encabeza Morena aprobó posponer para las 10:00 horas del domingo 17 de abril la discusión y eventual aprobación de la reforma eléctrica propuesta por el presidente Andrés Manuel López Obrador. Ese día, en primera sesión, se dará publicidad al dictamen de la reforma que fue aprobado hoy en comisiones unidas. Luego se cerrará la sesión y se convocará de inmediato a una nueva ese mismo día para iniciar la discusión del dictamen durante varios días, de ser necesario.

El presidente de la mesa directiva de la Cámara, Sergio Gutiérrez Luna, descartó que las mega movilizaciones que se anunciaron se realizarían mañana en apoyo a las reformas propuestas por el presidente López Obrador hayan impedido condiciones para sesionar mañana. Tampoco pesaron, a juicio de Gutiérrez y del líder de la mayoría de Morena, Ignacio Mier, los anuncios de las bancadas del Partido Revolucionario Institucional (PRI) y de la Revolución Democrática (PRD) respecto a que dormirían en San Lázaro este lunes para evitar que los manifestantes les impidieran entrar mañana, y con ello dar condiciones a que Morena y sus aliados avalaran la reforma. El sorpresivo acuerdo para posponer la reforma eléctrica fue votado en contra por la alianza opositora Va por México, que integran Acción Nacional (PAN), PRI y PRD, además de Movimiento Ciudadano. ‘Votamos en contra porque es una falta de respeto para nuestro bloque y todo el Legislativo. “Cambiamos la pijamada para el sábado” anunció el líder de los diputados del PRI, Rubén Moreira, al afirmar que la bancada de 71 diputados ya no pernoctará esta noche en San Lázaro como estaba previsto, pues ante el cambio de día para la sesión mejor amanecerá el domingo en la Cámara. “Nosotros estaremos aquí desde el sábado para evitar que alguien falte”. De hecho, la diputada del PRI Cynthia López Castro alertó: la intención de Morena es ‘que los diputados se regresen a sus estados y agarrarlos distraídos’ y por esa misma razón también los 15 diputados del PRD regresarán el sábado para amanecerse el domingo en la Cámara. Moreira reconoció que la mayoría morenista podría aplicar tácticas parlamentarias para conseguir la aprobación de la reforma: “ tienen la posibilidad de someter otra vez a votación, tiene la posibilidad de no hacer quórum, tiene la posibilidad de posponer, de declarar recesos. Esa es en la práctica legislativa, es una prerrogativa más allá de la ley que tiene la mayoría. Pero así lo plantearon”. Esto porque si se alarga la sesión una menor presencia de diputados podría reducir el umbral necesario para que prospere una reforma constitucional. En tanto el coordinador de los diputados panistas, Jorge Romero, advirtió “háganle como quieran, Morena no cuenta con el voto del PAN”. Expuso que el dictamen que supuestamente incorporó propuestas de Va por México no cumple lo necesario para ser respaldado: “nosotros ya verificamos lo que se supone es la concesión de la mayoría para con esta reforma eléctrica, según nuestra propuesta y no lo consideramos como una concesión”. En rueda de prensa aparte, el líder de los legisladores de Morena, Ignacio Mier, aseguró que la propuesta para posponer la discusión fue para “abrir el espacio” para que todos conozcan los cambios propuestos. Incluso dijo que ha tenido comunicación con cámaras empresariales que habían expresado su preocupación por la votación de la reforma mañana sin que se conozcan los cambios. Esto porque las Comisiones Unidas de Energía y Puntos Constitucionales de la Cámara aprobaron hoy en lo general y en lo particular el dictamen, pero sin documentos de por medio ni redacción formal de los cambios propuestos. La mayoría de Morena, Partido del Trabajo y Partido Verde (PVEM) avalaron reservas y adiciones al proyecto original de dictamen. Mier dijo que cambiaron las circunstancias y por eso Morena aprobó aplazar el debate que no había querido posponer antes. Entre lo acordado estuvo no realizar más sesiones antes del domingo 17 de abril. Y Gutiérrez Luna se comprometió a garantizar el acceso a la Cámara para la realización de las sesiones del domingo 17 de abril.
